Large language models (LLMs) are trained on massive, publicly available text datasets comprising trillions of tokens, enabling them to excel at general language tasks like next-token prediction. However, LLMs often struggle with domain-specific prompts, exhibiting reduced accuracy or generating inaccurate information (hallucinations). This is because they lack sufficient subject matter expertise. Two primary approaches exist to address this limitation for augmenting LLMs knowledge: Retrieval-Augmented Generation (RAG) and fine-tuning. This presentation focuses on fine-tuning smaller LLMs with domain-specific instruct datasets using the LoRA (Low-Rank Adaptation) technique on Gaudi hardware. We will leverage publicly available LLMs and datasets from the Hugging Face Hub for this demonstration. Though it is possible to fine tune LLMs with plain text data - sourced from documents, articles, and other materials.

The study investigated the determinants of the migration of youth in Benue State from agricultural activities using a multi stage survey research design. The population of the study comprised 90 households in the three zones in Benue state selected by simple random sampling. A sampling proportion of 5% was used and a sample size of 270 was drawn. The instrument for data collection was a self-developed questionnaire. Data collected was analysed using frequencies distribution, mean, standard deviation and probit regression to achieve the research objectives while chi square goodness of fit was used to test the hypothesis. The findings revealed that 69.0% of the youth involved in agricultural activities in the study area were within the ages of 26- 30 years old while few (7.7%) are of 31years and above. The findings of the study revealed that land tenure practices have high influence on agricultural land developmental activities of youth in the study area. The study found that there is a plethora of factors responsible for seasonal migration of youth in the study area and these includes; Lack of access to modern farming equipment and technology; limited economic opportunities in the agricultural sector. The study concludes that youth migration affects agricultural activities in the study area. The study therefore recommended among others, skills diversification programme that will equip youth in diverse skills beyond seasonal agricultural works that could be utilised all year round. Year round employment opportunities that would provide consistent employment for the youth, education and training initiatives that would focus on agricultural techniques and sustainable practices, access to financial resources and collaboration and networking between local governments, NGOS, and the private sectors.

This study mainly aimed to examine the adoption of e-procurement and its impact on public sector efficiency in Ministries, Departments, and Agencies (MDAs) in Southeastern Nigeria. The study adopted a mixed-method research design, combining quantitative and qualitative approaches. Data were collected from procurement officers, ICT personnel, administrative heads, and senior staff of MDAs across the five Southeastern Nigerian States (Abia, Anambra, Ebonyi, Enugu, and Imo), 60 persons out of the 80 targeted responded to questionnaires. Quantitative data were analysed using descriptive and inferential statistical tools employed were multiple regression, while qualitative data were thematically analysed to enrich the findings. Multiple Linear regression Analysis was used the relationship between the efficiency of procurement and its different methods on the public sector of MDAs in South-East region of Nigeria. The findings of the results revealed that E-payment, E-request, E-Tendering had a positive relationship with the efficiency of procurement whereas E-bidding has negative relationship with the efficiency of procurement. Also, the results revealed that E-payment and E-Tendering had a significant impact on the procurement at 5% level of significance (p-values of 0.0000 and 0.0001, respectively) whereas E-request, E-tendering and E-bidding does not influence the efficiency of procurement. An R-squared of 82% indicates that 82% of the total variation in the efficiency of procurement method is accounted for by variations in E-payment, E-request, E-tendering and E-bidding; whereas about 18% of the variation in efficiency of procurement method could be attributed to variables not included in the study. Thus, the study recommended that increased investment in ICT infrastructure, continuous training of procurement personnel, strong political and managerial commitment, and the strengthening of regulatory frameworks to ensure the successful institutionalization of e-procurement across MDAs in Southeastern Nigeria.

CONTEXTUALIZING BIBLICAL HERMENEUTICS: THE QUEST FOR CULTURAL HYBRIDITY DYNAMICS IN AFRICAN ADVENTIST HERMENEUTICS FOR EFFECTIVE GROWTH

rd of the world church. The continued use of Western interpretive paradigms has systematically marginalized African oral resources, proverbs, storytelling and community-based wisdom creating a missiological vacuum. This cultural dissonance creates scholarly conflict, restricts church growth and drives members to Pentecostal and African Initiated Churches that address existential concerns (witchcraft, sickness, ancestral beliefs) through their own presumed stylistic biblical interpretations. This qualitative theoretical synthesis draws on postcolonial theory of hybridities (Homi K. Bhabha), a comparative exegesis of Romans 13:1-17 and John 4:1-42, and a systematic review of the African biblical hermeneutics literature. Three dynamics of hybridity are used as analytical tools to mediate between Western and African poles of interpretation: calculated negotiation, prudent affiliation and idealized memory. The tension between the Western historical-grammatical methods and legitimate African contextual concerns is still unresolved and hermeneutical conflicts among Adventist scholars continue. Pentecostal movements address existential questions (witchcraft, sickness, ancestor mediation) with culturally resonant symbols, filling a void mainstream Adventism has left open. A hybridized hermeneutic working in Bhabha's "Third Space" reconciles Western interpretive norms with African oral traditions without compromising Adventist orthodoxy. Indeed, the dynamics of hybridity which African Adventist hermeneutics calls for are exemplified precisely in Jesus' encounter with the Samaritan woman (John 4) and Paul's strategy in Romans 13. This study offers a constructive and biblical faithful framework for African Adventist hermeneutics. This hybrid approach to reclaiming indigenous interpretive heritage, while critical of global Adventist norms, minimizes interpretive discord, challenges manipulative practices, and promotes authentic church growth in Africa. "Christ's method alone will bring true success in reaching the people," said Ellen G. White (1905, p. 143).

This study examined the influence of self-efficacy and family dynamics on cyberbullying among students of Federal Polytechnic Nasarawa, Nasarawa State, Nigeria. Employing a descriptive survey design, data were collected from a sample of 334 students, with 298 valid responses comprising 213 (71.5%) males and 85 (28.5%) females. The age distribution included 17–22 years (45.6%), 23–30 years (36.6%), and 31 years and above (17.8%), while marital status showed 219 (73.5%) single and 79 (26.5%) married. Educational status indicated 185 (62.1%) HND students and 113 (37.9%) ND students, with family types including nuclear (70.8%), extended (23.2%), and single-parent (6.0%). Participants were drawn using simple random sampling from the Federal Polytechnic Nasarawa. The instruments used included the Questionnaire of Systemic Family Dynamics (SSFD), General Self-Efficacy Scale (GSE), and Revised Cyberbullying Behaviour Questionnaire (CBQ), all demonstrating acceptable reliability coefficients. Three hypotheses were tested using multiple regression analysis at a 0.05 level of significance. Results revealed that family dynamics subscale collectively predicted cyberbullying (R = .532, R² = .210, F(4, 294) = 15.930, p < .001), though individual subscales were not significant. Self-efficacy also significantly influenced cyberbullying (R = .369, R² = .136, F(3, 322) = 16.882, p < .001), with cohesion as the key predictor (β = .246, t = 2.742, p = .023). Jointly, self-efficacy and family dynamics accounted for 49% of the variance in cyberbullying (R = .332, R² = .490, F(2, 296) = 10.930, p < .001), but independently, neither was significant. Based on these findings, it is recommended that school management, in collaboration with psychologists, should provide accessible counseling services that address dysfunctional family dynamics, offering tools for conflict resolution and emotional support to prevent escalation into cyber aggression.

Background: Despite increasing staff shortages in African higher education institutions, little empirical attention has been paid to the experiences of non-teaching staff who transition into academic careers. Objective: This qualitative study explored the identity shift, asset transfer, and self efficacy of non‑teaching administrative staff who transitioned into academic teaching roles. Objective: Three research questions guided the study: personal and professional drivers of the transition, the influence of prior administrative roles on skills and readiness, and the role of self‑confidence, writing ability and interpersonal relationships in facilitating a smoother transition. The study adopted an interpretive phenomenological design and employed snowball and purposive sampling techniques. Semi‑structured interviews were conducted with 23 staff who had converted from administrative roles to academic cadre with the instrument tagged: Career Transition Interview Schedule for Non Teaching Staff (CTIS-NTS). Participants were purposively selected from The Polytechnic Ibadan and the University of Ibadan, Nigeria. Results: The t hematic analysis revealed that career aspiration, exposure to opportunities, knowledge contribution desire, and personal growth drove the transition to academic cadre in higher institutions Conclusion: Prior managerial, office management, safety/security, and secretarial roles contributed transferable assets, including organisational efficiency, moral enforcement, and report‑writing skills. These assets enhanced self-confidence, writing ability, and positive interpersonal relationships, which eased classroom authority and professional adjustment. Unique Contribution: This study introduces administrative-to-academic transition as an underexplored talent channel, evidencing how transferable administrative capital strengthens academic identity and self efficacy. Key Recommendation: The study recommends that universities should establish Recognition of Prior Administrative Learning (RPAL) programmes, integrate values based professional development pathways, and mandate confidence assessment and relational capital mapping within national education frameworks to convert hidden treasure found in the non teaching to academic excellence.

Background: The increase in urbanization and population has led to an increase in solid waste generation in Nigeria. Environmental sanitation is a burden on the local governments that are charged with its responsibility. While there have been various studies done regarding solid waste management, few have considered the synthesis of evidence from environmental agency reports in order to determine the capacity of local governments. Objective: This study aimed to examine the capacity, performance, and challenges of local governments in solid waste management in Nigeria between 2015 and 2024. Method: Secondary data design was employed. 12 reports were collected from the Federal Ministry of Environment, NESREA, NBS, World Bank, and UN-Habitat on the basis of eligibility criteria between 2015 and 2024 and analysed using trends and thematic analysis approaches. Results: Urban population rose steadily in the course of time during the study period. Various institutional challenges like inadequate budget, weak environmental regulation laws, poor infrastructure for solid waste management, lack of recycling, and poor community participation were identified during the course of analysis. Conclusion: It is not the absence of policy but the institutional weakness that hampers the capability of local governments to provide efficient solid waste management services.
