Replication Data for: Dosimetria de Sanções no Controle Externo: uma Análise Empírica sob a Ótica do TCU

A pesquisa analisa como o Tribunal de Contas da União – TCU incorporou o standard geral de dosimetria do § 2º do art. 22 da LINDB na sua prática decisória. A partir da literatura sociojurídica e do direito administrativo sancionador, investiga-se o impacto jurídico dos referidos critérios de dosimetria no âmbito do TCU, avaliando-se o grau de conformidade institucionalizada. A partir de uma análise empírica de 911 acórdãos sancionatórios proferidos entre 2019 e 2025, com uso da técnica de análise de conteúdo, identificou-se que a maioria das decisões não explicita a dosimetria no voto (71,1%) e que apenas 15,5% apresentam algum tipo de motivação, sendo a menção expressa à LINDB bastante residual (3,1%). O estudo revela, ainda, seletividade no uso dos critérios legais e ausência de trajetória evolutiva ou padronização institucional, com variações significativas entre relatores. À luz da literatura sociojurídica, conclui-se que a internalização dos critérios da LINDB pelo TCU é parcial e marcada por dinâmicas de endogeneidade jurídica, nas quais a norma é reinterpretada segundo racionalidades organizacionais pré-existentes. A motivação da dosimetria permanece mais atrelada a práticas individuais do que a um modelo institucionalizado de governança sancionatória. A pesquisa evidencia, assim, a carência de um standard normativo completo e específico que assegure previsibilidade, consistência e controle da dosimetria das sanções aplicadas pelo TCU. Com base nesse quadro, o produto técnico-tecnológico consiste em uma minuta de resolução que propõe alterar o Regimento Interno do TCU para incluir seção específica sobre dosimetria de sanções, estruturando um roteiro procedimental inspirado no método ou sistema trifásico do direito penal, cujos parâmetros operacionalizam o standard geral de dosimetria do § 2º do art. 22 da LINDB. Busca-se, assim, reduzir espaços de discricionariedade não motivada, aumentar a previsibilidade decisória e fortalecer a governança e a legitimidade das sanções no âmbito do TCU.

Urochloa hybrid adoption in Latin America and the Caribbean 2001-2024: An analysis of the land use, social, economic, and environmental impacts in 27 countries

The sustainable intensification of cattle production in the tropics is critical to meet the rising demand for animal-sourced food while mitigating environmental degradation. This study evaluates the adoption and multi-dimensional impacts of interspecific Urochloa (syn. Brachiaria) hybrids across 27 countries in Latin America and the Caribbean between 2001 and 2024. Drawing on seed sales data, national statistics, literature, and Monte Carlo simulations, we estimate that over 1.17 million farmers adopted these hybrids on 1.72 million hectares, benefiting ~8 million people through direct and indirect effects. Socially, adoption was driven largely by smallholders (67%) and generated substantial rural employment. Economically, hybrid use is projected to yield US$50-67 billion in forage value by 2033. Environmentally, scenario-based estimates suggest that adoption could contribute to reductions in greenhouse gas emissions of 1.9-4.5 megatons of CO2 equivalent (CO2-eq) and spare up to 1.4-3.3 million hectares of land, particularly when integrated into silvopastoral systems. Despite these benefits, adoption remains limited relative to total grassland, constrained by seed system inefficiencies, knowledge gaps, and policy barriers. The study highlights the potential of Urochloa hybrids to transform tropical livestock systems, aligning productivity with climate goals, and recommends investments in seed access, inclusive finance, extension services, and supportive policies to scale adoption.

In this study, we tested whether odonate assemblages were more similar in closely located ponds than in more distant ponds, and whether ecological variables predicted pond assemblage structure. To evaluate this question, we collected odonates in both the adult and nymph stages at 16 ponds clustered in four groups in Ocala National Forest in summer of 2021 and 2023. We collected adults with aerial nets and nymphs with dipnets.

This study develops a principal–agent theory of why and how armed groups engage in high-end cooperation involving training, intelligence, and logistical support. While such cooperation enhances operational capacity, it also redistributes power and generates downstream political risks. Principals mitigate these risks by selecting agents who are skill-wise complementary but politically non-substitutable, while agents accept high-end support when doing so does not risk becoming politically overshadowed by a dominant actor. Using original temporal network data on 53 groups in Northeast India (1981–2021) and Temporal Exponential Random Graph Models (TERGMs), I show that high-end cooperation is more likely in asymmetric dyads characterized by organizational capacity differentials, complementary attack portfolios, and distinct civilian constituencies. The findings recast militant alliances as products of competitive threat perception and carry broader implications for multiparty conflicts and the delegation of violence in civil wars.

The archive reproduces the empirical results in Sections 5, 6, and 8 and Supplementary Sections S1–S4: the forecast-accuracy horse-race and Diebold-Mariano tests, the rolling-quantile and Markov-switching regime classifiers (K=2 and K=3), and the nine-policy hedging backtest on monthly Brent priced in Indian rupees over January 2010–December 2025. It includes the daily and monthly price panels (FRED), the four regime-classifier outputs, the policy backtest engine and its outputs, bootstrap and cost-sensitivity results, three self-contained reproduction scripts, a requirements file, and a README with SHA-256 checksums and verification commands. On the Non-Discrete Nature of Infinity: An Algebraic Analysis of Ramanujan’s Extended Results and Boundary Contradictions

This paper documents an unconventional journey into the behavior of divergent series. Instead of viewing infinity ($\infty$) as a distant, unreachable limit, we treat it as a tangible, discrete variable within standard algebraic progression formulas. By comparing these common equations with Srinivasa Ramanujan’s well-known regularized results for linear and cubic series, we uncover a striking anomaly: a recurring correction factor of $\Delta \approx -0.0290103234$. This constant suggests a hidden geometric pattern within divergent limits. We ultimately provide a proof by contradiction, showing that treating $\infty$ as a discrete counting number leads to negative irrational roots, which violates the principle that sequence indexes must belong to the Natural Numbers ($\mathbb{N}$). Data Collection Method: Online survey administered through Macromill Embrain, a professional survey research firm in South Korea. The survey was distributed using a stratified panel sampling procedure. Period: December 3–13, 2025 (approximately 10 days) Population: Generative AI users in South Korea aged 14–69 who used Gen AI at least once per week Recruitment: 3,248 panel members were invited; 492 completed the survey (response rate: 15.14%). After excluding 92 respondents for non-sincere responses (e.g., abnormal response times, long-string responses), 400 valid cases were retained for analysis. IRB: Institutional Review Board approval was obtained prior to data collection. All participants provided informed consent; participation was voluntary and anonymous. No personally identifiable information was collected.

Can Human Rights Organizations (HROs) shame governments without fueling racism against diasporas or appearing racist? To what extent can shamed governments recover public support lost to shaming by accusing their critics of racism? Employing two US survey experiments involving 6,739 respondents and eleven prominent HRO interviews, we offer three novel findings. First, shaming decreased support for shamed countries (Israel and China) but did not fuel racism (antisemitism and anti-Asianism). If shamers face a racial dilemma, it is less about how to shame without fueling racism, and more about how to shame without appearing racist. Our second finding points toward a solution: when shaming included an anti-racist cue denouncing racism, respondents perceived it as less racist. Finally, shamed governments can employ racial countershaming to recover some, but not all, of the public support lost to shaming. We contribute to the International Relations shaming literature and offer recommendations about racially responsible shaming.
